2-2.1 Attendance at Teacher Meetings
All teachers are expected to attend all general teachers
meetings called by the Superintendent and all regularly scheduled
meetings of the building staff unless excused by the Superintendent or
Principal respectively.

2-2.2 Appeal to the Board of Education
Any classified employee who is aggrieved by the actions or
requirements of a superior school official may, upon the request of the
Superintendent of Schools appear before the Board of Education to state
their grievance an to ask for a change in the action or the
condition. Such appeal may be taken only after the matter has
been presented to the Superintendent on the basis of the complaint
presented to them. If the employee does not obtain satisfactory
action from the Superintendent and the Superintendent does not refer
the matter to the Board of Education, the employee may take the matter
directly to the President of the Board of Education for their referral
to the entire Board.

2-2.3 Receiving Agents, Salesmen and Other Representatives
Not school employee shall visit with or discuss business matters
of a personal nature with any representative during the hours the
employee is on duty in the school, except by special permission of the
Superintendent or Principal.
Any agent or business representative calling on school personnel about
school matters, such as textbooks, publications of the school, class insignia, athletic equipment, musical instruments, school
equipment, school supplies, building and custodial supplies,
etc., shall first obtain the permission of the Superintendent or
Principal and it is the duty of the school employee to ascertain that
the representative has such permission. In general an employee
will not interrupt he/her normal work without express authorization of
the Superintendent or Principal.

2-2.4 Acceptance of Commissions, Gifts, or Gratuities
No employee may accept any commission, gift or gratuity for
personal gain from any source whatsoever that is offered by virtue of
his/her employment with the school district or has any relationship to
any school activity or program. Acceptance of such commission,
gift, or gratuity for personal gain shall be sufficient reason for
immediate termination of employment with the School District of
Nebraska City.

2-2.5 Requests to Contact Pupils
Any person who comes to the school to talk to or take a pupil
with him/her must obtain permission of the Superintendent or Principal
prior to contacting the pupil. The Superintendent or Principal
shall not grant permission unless the person has clearly valid and
proper reason for contacting the pupil. Ordinarily, such
contracts shall be restricted to parents of the pupil, a close friend
of the family when a dire emergency exists, or a law enforcement
official.
Law enforcement officers should be urged to contact pupils outside of the school whenever possible.

2-2.6 Authority to be on School Property
All persons, except employees of the school district, representatives
of firms performing service for the school, and public utility firms,
in the act of carrying out their duties, shall be prohibited from
loitering on the school grounds or in the school building, or from
moving about the buildings and grounds while school is in session
without first having obtained permission. Visitors shall be
required to go immediately to the proper office and shall not move
about the grounds or buildings until such permission is secured.
All school personnel are required to aid in enforcing this rule.

2-2.7 Official Records and Reports
All school employees will furnish the administration promptly
any information relating to their professional training, experience,
activities, or work which is required for reports to county or state
officials or for official school records. Data of a personal
nature shall be treated confidentially by school officials.

2-2.8 Equivalent Schools
It shall be the policy of the Board of Education that the
administration shall ensure equivalence among schools in regard to
teachers/teacher preparation/qualification, administration, auxiliary
personnel, curriculum material and instructional supplies.

2-2.9 Multi-Cultural Education
It is the policy of the Nebraska City Public Schools to utilize the
resources of curriculum, instruction, in-service, counseling and
guidance to reflect the racial, ethnic, language, and cultural heritage
of both our historical and modern-day society.

2-2. 10 Instructional Time
The Board of Education, upon recommendation of the
Superintendent, shall annually adopt a school calendar which will
provide for a minimum of 1080 clock hours of instruction for secondary
students, a minimum of 1032 clock hours of instruction for elementary
students and a minimum of 400 clock hours for kindergarten.
The instructional hour is defined as that time when students are under
the supervision of a certified staff member from the time school is
scheduled to begin until such time as school is scheduled to end each
day. Time scheduled for students to eat lunch shall not be
counted in meeting the instructional program requirement.
Activities included in the instructional hour will be
class-related field trips, contests, fairs, assemblies,
leadership workshops, career and academic counseling, passing and
recess time, and other select academic-related
events authorized by the administration and school board. Early
release for graduating seniors will be determined on a year-to-year
basis by the high school administration, but will, in no event,
exceed two school weeks.
To the extent possible, practice for, travel to, and participation in
activities sponsored by the Nebraska School Activities Association and
the Nebraska Department of Education will be scheduled outside the
regular instruction hour standard.
Individual student absences, because of illness or family centered activities, will be governed by District attendance policies.

2-2.11 Teacher Mentor Program
The Nebraska City Public Schools and its affiliated Class 1
districts are committed to acclimating teachers to the district's
instructional setting and school improvement process through a Teacher
Mentor Program. The overarching purpose of the Teacher Mentor
Program is to improve student achievement and learning by meeting the
needs of first-year teachers for assistance and guidance from
experienced teachers and district administrators.
The Teacher Mentor Program follows procedures consistent with Nebraska
statutory requirements and Nebraska Department of Education
guidelines. Implementation will meet local needs as determined by
the district's administrative team, local board, and mentor program
coordinator.
