1-3.1 Authorized Purchases
All purchases from funds belonging to the Board of Education must have
been provided for in the current, approved budget. Purchases or
contracts cannot be made by any agent of the board until it has been
determined that funds are available under the current budget to cover
such items. If purchases or contracts not covered by
available funds are deemed essential, the board may authorize a
transfer of money from reserve or uncommitted funds allocated for other
items to the proper item in the budget to cover such expenditures.

1-3.2 Bidding Procedures
The Superintendent of Schools may authorize payment of purchase orders
concerning transactions identified in the Board of
Education adopted budget; provided that transactions of more than
$1,000, not specified in the adopted budget document or which have a
life span of more than one (1) budget year, shall be purchased on the
basis of bids or quotes received from interested suppliers. The
Superintendent shall evaluate the bids for acceptance in terms of
price, quality of the product, and the services rendered. The
Superintendent’s recommendation shall be presented to the Board of
Education for approval.

1-3.3 Learning Materials
Learning materials refer to all material provided by the district which
may be read, listened to, or viewed as part of or supplemental to
the instructional program. There are two broad categories of
materials:

Those materials used for study by a small group, a
class, or an individual, such as: textbooks, films, filmstrips, tapes, or
computer software.
- Those supplementary materials for small group, class, or
individual use such aslibrary books, pamphlets, magazines, computer
software, and tapes, and areutilized in the media
center for check out use.
The Board of Education has the legal responsibility and final authority
for the choice of learning material to be used in the schools.
Classroom teachers shall evaluate and recommend the selection of these
materials. Materials selected are expected to be up-to-date, to
meet the various interests, maturity and ability level of pupils, to
meet accreditation standards and state requirements, and to satisfy the
educational performance goals established for pupils.
Teachers are expected to be aware of, and sensitive to learning
materials that appear to be of a controversial nature, and teachers are
required to consult with their principal to determine appropriate
instructional strategies for the use of these materials. The
Board of Education is required to be notified of the controversial
materials and the strategies to be implemented prior to the use of
these materials. A plan to inform parents prior to use of
controversial materials shall be determined.
The right of parents to supervise and restrict the materials which
their children use in their study will be protected, but this is not to
be construed to allow an individual’s, or group’s, personal taste or
preference to be imposed upon all members of the community or all
students in a particular class. Individuals or
groups shall be allowed to object to the use of any materials through
the procedures set out in the administrative regulations.
Learning materials selected and purchased by the Board of Education
represent an integral part of the approved curriculum. Teachers
are required, at the minimum, to follow the sequence and goals of the
approved curriculum. Enhancing and/or augmenting the approved
curriculum is encouraged; however, enhancements and augmentations to
the curriculum shall not replace the approved learning materials.
Building administration shall ensure that the approved learning
materials and approved curriculum are being implemented by each member
of the certified staff.
