Telecommunications Acceptable Use Policy
TELECOMMUNICATIONS ACCEPTABLE USE POLICY (4-1.2)
Nebraska City Public Schools will provide Internet access for the purpose of enhancing the delivery of educational services and the work of offices, departments, and organizations of the district. The use of the network system is limited to educational, career to professional development activities, and limited high quality self-discovery.
The purpose of education is to prepare students for success in life and work. When students enter the work force, they will likely be using an employer’s electronic network, which will also be a limited purpose network. Students must learn what actions are appropriate on such a network. District employees have an obligation to use the district system in a manner specified by their employer.
Levels of access for students and staff will be determined by their applicability to district-defined curriculum goals. Staff members that have dial-up access from home are governed by the same acceptable use rules as if their access were from the school site. Students will not have home dial-up access.
The system is not to be used to offer, provide, or purchase unapproved products or services. The district is not responsible for financial obligations arising from unauthorized use of the system for commercial activities.
Fund-raising or lobbying for political issues is prohibited. Analysis of issues and the opportunity to express opinions to elected officials or in a public forum are acceptable.
The use of the Internet is a privilege, not a right., Inappropriate use will result in limitation or cancellation of such privilege. The network or school system administrators may deem what is inappropriate use, and their decision is final. The district’s disciplinary code as well as local, state or federal laws will govern use of the system. Should the violation constitute illegal activity, other authorities maybe contacted. The system is not established as a public access service, and the district has the right to restrict materials users access or post. Inappropriate material includes speech or content inappropriate in an educational setting or that is in violation of district rules. The district is released from any damage caused by user’s inappropriate actions.
All district staff members have general supervisory responsibility. Materials selected by teachers for student access are to be previewed and chosen on the basis of their correlation to curriculum objectives. When students are engaged in self-discovery, independent research activities, or classroom instructional activities, they will adhere to behavioral guidelines established by the district. Whether or not students are under the direct supervision of a staff member, they are expected to assume the responsibility for making appropriate behavioral choices.
Buildings will establish procedures for:
**adequate supervision
**conducting learning activities that require access
**interpreting and enforcing the policies for acceptable use and
**maintaining executed user agreements.
The district will not provide local software for blocking access to Internet sites.
To insure personal safety, users will not post contact information about themselves or others. Students will promptly disclose to a teacher or parent any received message that is inappropriate. If approved, web pages may be developed, maintained and posted. Content must relate to specified purposes. The district’s system is a limited forum, and speech may be restricted for valid educational reasons.
Electronic communications are not secure, and privacy is not assured to system users. Users will not attempt to gain unauthorized access to other computer systems or accounts, attempt to disrupt service, destroy date, or use the system for any illegal act.
Users will obey copyright law.
Parents should address with their children boundaries of acceptable use as established by their family. The district expects students to follow parental instructions. When students are engaged in Internet use, they assume responsibility for their actions.
